Not just blocking flights. The Ministry of Health also works on other acts to limit the risk of spreading the virus by those arriving from outside.
As known, Roberto Speranza has decided to maintain isolation for two weeks for all those arriving from non-Schengen countries, despite the fact that Europe has opened to citizens of 13 countries. However, the measure may not be enough, in the meantime because it does not intercept those who arrive in Italy for urgent business reasons and not even our compatriots who return. Furthermore, it is not easy to check respect from fiduciary isolation.
Finally, there are the risks associated with those who call in a country in the Schengen area and could thus skip the checks at our airports. First of all, the ministry technicians must decide which countries are to be considered most dangerous. Obviously they must have a worse epidemiological situation than Italy. Furthermore, it is believed not to use the list of the most affected areas in the world of WHO but to rely on the number of cases per 100,000 inhabitants.
Those arriving from countries that are above a certain threshold will be checked with diagnostic tests directly at the airport. That is, a tampon will be made, the result of which must be expected by the interested party in a “protected” situation, for example in a hotel. However, it will not take long to know the outcome, given that the response times of the laboratories have reduced today. Those who prove negative will still have to go into 14-day trustee isolation, given that the disease may not have been intercepted because the incubation was in progress. If anything, we are considering whether to make a second swab after five days (as proposed by the Regions) to definitively “free” that person. If, on the other hand, the test result is positive, the interested party must comply with isolation this time forced. That is mandatory.
We want to give the idea of a strong measure, which if not respected would have serious consequences for the citizen. If these people do not have symptoms or have few but do not have a safe home for insulation, they will have to be placed in a medical hotel. All regions activated this type of structure at the most serious moment of the pandemic, precisely at the request of the Ministry of Health. If, on the other hand, the positive has important symptoms or that in any case makes hospitalization necessary, he is transferred to a Covid ward. Someone could refuse, like the entrepreneur from Vicenza who has done everything to avoid being hospitalized to the last.
For this reason, as already suggested by Minister Speranza after the request of the Venetian governor Luca Zaia, the laws governing the Tso, the mandatory health treatment usually ordered by mayors for people with psychiatric problems, could be revised. Kicking off this series of checks requires an important organizational but also economic intervention and the ministry is also analyzing this aspect.
